Every permit, verification, fine, or concession is an administrative act that must meet strict legality requirements: authority competence, legal grounds, reasoning, and due process, under the <em>Federal Law of Administrative Procedure<\/em> and its local equivalents. When the authority fails to meet them, the act can be challenged \u2014 and, often, annulled.<\/p>\n<h2>Defense against government acts<\/h2>\n<p>The defense follows a procedural ladder: <strong>administrative appeals<\/strong> before the agency itself, the <strong>administrative annulment proceeding<\/strong> \u2014 federal before the TFJA or local before each state&#8217;s administrative justice courts \u2014 and the <strong>amparo<\/strong> action when the act violates fundamental rights.
